BBC News reports TEPCO will scrap reactors 1 - 4 at the quake-hit Fukushima nuclear plant.

Locals will be consulted on reactors 5 and 6 which are shut down.

This decision is very welcome as we have raging meltdowns taking place in some of the reactors.

Seawater near Japan's crippled Fukushima nuclear plant has already a higher level of radioactive iodine than previously reported.

In one section, radioactive iodine stood at 3.355 times the legal limit, said Japan's nuclear safety agency.
